By the late 1970s, the Defense Advanced Research Projects Agency (DARPA) had demonstrated that packet-switched networking could connect disparate computer architectures across radio, satellite, and terrestrial links. However, the existing Network Control Program (NCP) used on the ARPANET lacked the architectural flexibility needed for broader, heterogeneous internetworking. To resolve this, DARPA program manager Vinton Cerf and his team pushed to formalize a modular suite based on earlier protocol concepts designed by Cerf and Robert Kahn.
In January 1980, DARPA officially released the initial operational specifications for the Transmission Control Protocol (TCP) and Internet Protocol (IP) across Department of Defense systems. This release established a standardized framework for packet headers, address formatting, and reliable end-to-end data delivery. It provided defense contractors, research institutions, and university computer science laboratories with a concrete blueprint to begin developing compatible software implementations.
The release of these specifications laid the operational groundwork for migrating military and research networks to a unified internetwork architecture.
